APPLICATION FOR STATEMENT OF CHARGES
I, the undersigned, apply for a statement of charges or warrant which may lead to the arrest of the above named Defendant because on or about 09-12-05 at 5508 Arapahoe Dr Forest Heights, Md.20745 , the above named Defendant Joyce beck after becoming enraged, slammed a door on victim William Waithe’s arm causing a medical injury. Victim Waithe and Def. Beck were in the lobby of the Forest Heights Town Center. Victim Waithe was inquiring about the whereabouts of his court dockets that he needed for the next day (09-13-05). Def. Beck has a policy that she strictly enforces of receiving an opening Police Dept. Mail prior to disseminating it to the Police Dept. As a result court dockets have not been received in a timely manner to victim Waithe. Def. Beck then left the lobby area and walked into the Clerk’s office. It should be noted that the clerk’s office door is of Dutch style (top and bottom open separately from each other) Def. Beck entered the office quickly slamming the lower portion of the door. A short time later, the victim walked up to the door standing outside the office, and rested his arm on the counter top of the lower portion of the door. Once again he requested his docket. At that time Def. Walked back to the door and slammed the top portion of the door on the victim’s right forearm, trapping it between the 2 halves. Victim then stated, “Ma’am, my arm, my arm.” Def. Then pulled her weight off of the door, releasing victim’s arm. On 9-14-05, victim advised me that he had a knot on his rt. forearm and that his arm was stiff. I immediately had him respond to Ft. Wash. Med. Center for a diagnosis. The professional and recorded observation of the physician was a contusion to the right forearm. Victim had his arm wrapped, given a prescription for pain medication and placed on light duty for a day. I investigated this case and upon my findings, I contacted the Attorney General’s Office and the State’s Attorney Office. I was advised to see a Commissioner. All events occurred in Prince George’s County, Maryland.
